iPod touch Specific apps won't sync / install

I have two apps that will not install on my iPod touch. Touch is running 3.1.3 Build 7E18. When I click on Apps and check the box to sync the specific app, and then click Apply, iTunes does the following:
  1. starting sync
  2. preparing to sync
  3. determining apps to sync
  4. iPod sync is complete
Unfortunately, the app does not install, and is unchecked in the apps screen.

Any ideas on how to get this to work? Other apps install just fine.
