iPhone Specific contact no longer shows message notifications in iOS 13.1.2

Experiencing a weird issue with iOS 13.1.2. I have one contact in my phone that I do not get iMessage notifications for. This only started after updating.

I’ve tried deleting the contact (completely), deleting the messages etc nothing changes. The message also isn’t set to hide notifications.

I haven’t had an issue with any other person. This individual is also running iOS 13.1.2.

any ideas?
