speech synthesis server stopping quote botton from working

first of all i have macbook pro late 2010 (2.66 GHz Inter Core i7)
mountain lion latest update (10.8.1).

when i have speech synthesis server task/ activity on, the " quote botton doesn't work on my keyboard i tested this many times, as soon as i force quit "speech synthesis server" from activity monitor the botton works again. Is anyone else having this problem/ this is really frustrating and weird...

-btw i had to turn speech synthesis server off to write this, its not actually working-
