Ive got the maxed out i9 2018 MacBook Pro and high seira has some graphic lags is majave better or same, does it give a speed bump?

You have to define what 'lag' is because some people have some unrealistic expectations about what computers can do. Different apps and different content have different demands on a GPU or GUI.

There's no speed issue in 'general ui usage' in High Sierra anyway.

You'll have to talk about more intensive use of the graphics such as previewing/resizing large image files, 3D/video work, etc.

Just bought a 2018 15 with the upper end i7. There is no lag in Mojave or High Sierra. Have you updated it with the second supplemental update?
