Speed on AT&T-based MVNO faster than using AT&T?

This really only concerns those in the Cincinnati/Northern Kentucky area, but how is it possible for the Cincinnati Bell service to be faster than AT&T's when, if I'm not mistaken, Cin Bell runs on AT&T's GSM?

I suppose any sort of local cellular service could be discussed, but I'm mostly curious about Cincinnati Bell.
