For those who are already running Windows via Boot Camp, have you tried using SpeedFan?
A search reveals many claims that it can read the sensors, but cannot adjust fan speeds. I wonder though, did those users actually configure it properly? Here's a guide. The control chip should be fairly generic, which leaves me puzzled as to why SpeedFan would universally not work on any Mac. Especially if it CAN read the temp sensors and fan speeds. If anyone knows how to use it, or wants to learn from the guide I posted, I'd appreciate some word on how it works, and if it really can't change speeds, what happens when you try.
