Spinning Pinwheel on right side of menu bar

I have a 2012 Macbook Pro Retina. Recently, whenever I click on the network icon or anything else on the right side of the menu bar I get the spinning pinwheel for about 30 seconds or so. It doesn't prevent me from doing anything else, but I can't change wireless networks or access bluetooth settings. It has been doing this every time. It doesn't matter whether I have multiple applications open or none at all. I also don't have anything running in the background (i.e.. antivirus).
