spinning rainbow at startup

hi all
running 10.4 (up to date) on g4 all working fine until, power cut yesterday.

restarted ok, login window ok,
desktop doesnt build, icons ok, menu headings ok, dock ok, just spinning wheel + 'pls reset your clock'. and cannot click on anything

have tried......
resetting the pram, no change
starting from osx disk, repairing disk and permissions, no change,

what can i do next, i can easily start from and external drive and junk some prefs if someone can tell me which ones.
