It's a basic, built-in control. Read the documentation for UIPickerView of if it's date's specifically the UIDatePicker documentation.
Note that you should have read all of the appropriate documentation before starting coding anything. This includes, but is not limited to, the iPhone Application Programming Guide, the iPhone Development Guide and the iPhone HIG.
