Sorry if this has been brought up before (I did search teehee). I have an iPad Pro 10" with iOS 11.2.1. It' possible to rearrange the Springboard icon layout without the icons needing to be put into "jiggle" mode. This is a direct result of the implementation for split/slide for homescreen apps (as opposed to those in the dock). Unclear if this is intentional or a side-effect but it can be annoying if you initiate a split/slide view motion and realize you have to cancel it for whatever reason you may inadvertently rearrange your icons.

So on the homescreen (Springboard) if you tap-and-hold an icon briefly and then drag it, you can then tap another icon to open that app and then take the first icon throw it into split-view or slide-over. This is well and good and as intended but if you instead take that first icon and drag it around the screen and drop it somewhere, well then you've just rearranged your homescreen without a jiggle lol. You can even make folders and so forth.

This is a short video showing something is this. The last use case is a weird one: creating a folder for Notes and Clock but since the Clock app is never dropped into the folder (instead I tap on the Notes app and then add the Clock as a slide-over) the folder is dismantled when I go back to the homescreen.

I always assumed this was expected behaviour.

Frankly, I don't like the long press to jiggle and re-arrange. I think long press should do the same thing on an iPad that 3D Touch does on an iPhone. But what do it know?
