splitting stereo track into two

Are you trying to split the channels of a stereo clip into separate, mono Left and Right tracks?

If so, I believe the batch audio processing app Sample Manager will do this.

can logic or reaper do it i should have asked.

STP, Bias Peak and Logic Pro will do that. And loads other, I'd imagine, since a stereo file in essense is a left and right channel. However, with crappy lossy formats your mileage may vary.
