Spotify on Apple watch

Does watchOS have the API to allow third parties such as Spotify to download a playlist to the watch for offline streaming while I run without the phone?

If you weren't aware, Spotify does allow you to download playlists locally to your phone. So you can listen without having an internet connection. I really wish Spotify would create a Watch app with this offline. feature.

Apple Music still has full watch functionality and Siri support, otherwise, I think Spotify is a way better service/app. At this point, I'm not moving back to Apple Music, so I'll continue hope Spotify gets off its ass and makes a Watch app. I'm guessing they may not be as incentivized with their rocky relationship with Apple these days.
