Spotlight does a mini index all the time.

Hi guys,
I have got this issue with spotlight doing a mini Index when ever i boot up & restart osx, this is happening for me even with 10.9.5 update, i have done the spotlight reset by switching my complete Mac HD to privacy in the spotlight option settings & then undoing it, it did a complete index after that but whenever i restart or boot up it does a mini index for 2 mins, very frustrating, how do i fix this?
