I have a weird issue with Tahoe's Spotlight. It shows only apps, but it doesn't show files, shortcuts, actions, etc.
The only way to work properly is to restart the MacBook, but even then it works only for a certain time and then it's back to it's current dumb state where I can only find apps.
I've checked the settings - all is good.

Any ideas how to fix that?
 
Update:
As I mentioned, it works perfectly after a restart, but then after some time it becomes broken again, showing only apps and web search. I think the moment it breaks is when I put the MacBook to sleep (closing the lid for example), so it's something related to the wake sync I suppose.
I assume it's an edge case since I don't see more threads with a similar problem :(

For the same issue, you can check the spotlight in the macOS settings to see if it is in a continuous loading state but still unable to complete the loading. Restart can solve it, but the issue reoccurs after sleep. This issue has also been mentioned in the Apple community, which is completely consistent with the problem I am currently facing.

The temporary solution is to open the settings after restarting and keep it in the spotlight, so that when it wakes up from sleep, spotlight will work.
 
@Willhuang In my case there is no loading in the Spotlight settings. Everything seems to be normal.
I'm not even sure that going to sleep is the actual trigger of the problem. It just happens at some point and I have to restart in order to use the Spotlight for more than just apps.
The funny thing is that for a split seconds it's able to find shortcuts, but the search result disappear and it only shows the apps and the option to search the web and etc.
