Spotlight feature on mac

while i sat in one of the Apple store workshops, i saw how the lady dimmed the entire screen - and there was a spotlight on the mouse where it follows her around to illustrate certain specific info.

is this a feature native on OSX? it would really help for giving presentations.

No it's not. Could be OmniDazzle, though. (I'm gratified to find that the application is now free.)
