Is it correct to say that I cannot have a Snow Leopard and Lion machine (or partition) configured to spotlight index the same NTFS drive, because the spotlight index files are stored on the drive itself, and the spotlight file/folder format has changed between Snow Leopard and Lion?

Unless you have a working driver in lion ntfs will not write but it will read and the answer to your question is i don't know sorry.
