spotlight not indexing Utilities folder

I use spotlight as an app launcher. I installed Big Sur yesterday and for some reason spotlight will not match any apps in the Utilities folder for my system. Has anyone else seen this?

Spotlight seems not to work. It cannot find any document at all.
