When I upgraded to leopard, Spotlight only indexed upon boot, and since then has not added any of my new or renamed files. This makes it very difficult to use to launch everything like I did with Tiger.

I tried using the sudo mdutil -E / but terminal simply returned "No index."

I've noticed this, too. It seems there is some sort of error conflicting with Time Machine and Spotlight. If Spotlight is to index apparently for the time being Time Machine has to be turned off. It's really odd.
 
My Time Machine is turned off; indeed, it's never been turned on.
