Spotlight ScanAvoided??

If i run this: sudo mdutil -sv volumepathhere

I get this:
Indexing enabled.
Scan base time: 2018-06-07 07:31:02 +0000 (1229 seconds ago), reasoning: 'ScanAvoided'"

What does ScanAvoided mean? No matter what i do, it says Indexing enabled but don't start to reindex.

I even trashed .Spotlight-V100 folder and tried MacPilot and added drive to Spotlight Pref Pane and then removed it.
