Spotlight search does not include mail files

Spotlight search for emails within the Apple Mail app works as before.

Spotlight search for email files (outside Apple Mail) does not search by message text content or any message metadata (sender, subject, etc.). This is a change from Catalina.

I believe this is because the Mail.mdimporter is not included with BS. The attempted workaround of copying the importer from Catalina to BS does not work.

Does anyone have a workaround for this omission.
