Spotlight suggestions and location services

Anyone know why spotlight suggestions keeps my location services on in the background even when I'm not searching? I like the feature a great deal but I'm afraid of battery drain.
 
Probably because at any point you can use it so it keeps it on. I have location services turned off for spotlight.
