Occasionally when using my 2012 13" air to browse safari or download files, the connection will slow down to a stop, and the safari bar will just sit there at the initial inch or two of blue.

The performance decrease is more notable when I'm upstairs (router is downstairs), however the air still reports 4 out of 4 bars of wifi strength, so it doesn't seem to be something with the router. Is the signal strength indicator simply inaccurate, or could there be a hardware/software problem somewhere?

The issue generally fixes itself when I restart the mac, at least for a few minutes, but turning the wifi on and off isn't enough.
 
Sometimes when you're in a area with a marginal WiFi signal, Bluetooth will interfere with your connection. So try turning off BT, if it is on. Also, it sometimes depends on the brand of router you are using. I've noticed the local library has a router that's very problematic with my Mac, but at home, it's fine.
