Spy Glass Search Window Does Not Work

I have macOS 10.13.6 and the spy glass icon in the upper right corner of the desktop works only to display the one-line length typing window but it does not respond to any input typed in when I hit enter.

How does this happen? How is it fixed?

It might help if I new the correct name for this feature I am calling the spy glass in order to make better search engine searches. Is this the right name?
