With Windows, I know that cloning the HDD to a SSD won't work due to different drivers/settings...

Can I clone an OS X install from a HDD to SSD or should I use Time Machine, make a backup, install OS X fresh on a new SSD, and then restore via Time Machine?

I used superduper and cloned my HD to the SSD and it works fine. I then moved off static data (Documents/Pictures/Movies/etc.) to the HD and created softlinks from the SSD back to the HD.

Works like a champ.

You can clone your hard drive to an SSD in windows....

If the HDD is larger than the SSD you may have to do a little work ahead of time defragmenting the drive and making sure there is nothing at the "end" but it is still possible...
 
do a time machine and install fresh. It won't take long and it won't hurt at all, if anything it can help.
