I have winSCP installed on my pc, but when i tried to ssh into my phone (entering the ip address, root as username, and alpine as password) it wont let me in. my question is, do i need to have open ssh installed on my iphone 4 to get in?

yeah, opeenSSH has to be installed on the phone
 
You need to have OpenSSH installed to SSH into your iPhone. Also change your root/mobile password (Google how).
 
I'm not trying to harp on the OP but does no one read these days? It tells you how to SSH and what you need on the front page in Cydia. Also, isn't Googling faster than posting a thread about it? I just see a lot of people making threads when a minute of research would give them the answer.
 
When you "ssh into an iPhone" that means you used a terminal program using the SSH protocol to log into the iPhone.

You are trying to "sftp into an iPhone".

Really, there is a difference....
