I need to setup some SSL certificates for a number of separate macOS machines, ranging from macOS 10.14 to 13, but all of the guides I've found start with lunching the macOS Server app to generate the CSR...! As the macOS Server app isn't available anymore, does anyone know of any guides to do this?

Use Keychain Access, and from the "Keychain Access" menu, select Certificate Assistant.
 
Thanks - just found that, but it does not give me any options to any information for the certificate - ie FQDN, etc..?

Hmm, then yes, the above post to create it using openssl is probably your best option.
