Does iOS 11 allow us to run two apps not side-by-side, but stacked in portrait mode? The obvious use case is to have a 16:9 video playing up top, with web or writing going on below it (more useful on the iPhone Plus or iPad Pro 12.9", admittedly).

No. Split view has been upgraded to be compatible with drag and drop, available on iPad Air 2 or later. iPad Air (1) has limited slide-over.
