After installing macOS 13 Ventura beta 8 Stage Manager it started freaking out again. I have Chrome running full screen, after returning to the desk a random window opens among those on the left. This bug was probably fixed in the third beta and returned. Terribly annoying. Windows also pop up when clicking certain shortcuts in the menu.
