iOS Standard vs Enterprise programs

If a 500+ employee company wanted to enrol in the developer program but had no interest in developing in-house apps, would they still need to enrol with the enterprise version?

If they only wanted to develop apps for the App Store, would the standard program suffice?
 
Ah... I see there's not App Store distribution with the enterprise version.
