Standby time same as usage time ipad 3

hello guys
I notified that usage time same as standby
what I did:

1- deleted all my Email accounts (no helped)
2- delete one by one apps (no helped)
3- restored to 6.1.3 (without any ipps but still running)
4- iOS 7 beta 4 the same

finally I realized that when SIM card inserted usage is running.(Cellular Data On )

any idea?
I tried 2-3 different SIM card
I am using internet over Edge no 3G no 4G
