Both phones are on the final released version of iOS 10.2? No profiles or anything like that installed or restrictions enabled? Same settings for music otherwise? Perhaps a restart or even a reset of settings might be needed?

Did this mystery ever get solved? I'm on an iPad Air 2 with iOS 10.2.1 and the option to bring back the stars is nowhere to be seen.
