Start Shortcuts with keyboard shortcut

This keyboard shortcut doesn't appear to be working.When I press Cmd and / it doesn't show anything in the top status bar which I typically see if I manually start the shortcut with my magic mouse

So turns out the shortcut works but not just in Safari. Doing Cmd/ works in finder and all other apps but the issue is I only use dictation in Safari - any way to fix this?

Cmd / is a Safari shortcut to show/hide Status bar
