How do I start my apple watch cellular to use cellular network instead of iPhone when starting a run when near iphone? I know I can wait until out of range; but this is sort of a pain.

What happens as is SOON as I am out of range the music stops.
 
You can disable bluetooth on the iPhone (from the settings and not the control center).
That way the watch will switch to cellular before starting your run.
 
I dont know which service you’re streaming from, but with Pandora, it has an option to switch from phone to watch to play your music

You should be able to start playing music directly from the Watch in the “Now Playing” app. Just select the Apple Watch card. Use Siri for song selection if you want to stream the catalog on LTE, if you’re a subscriber of course.
