I want to wipe my ipad completely. I was curious as i have never done this, is there a way to get my apps back or would i have to pay again. How does it work with the app store?

All iTunes purchases are tied to the account with which they were purchased. So if you log into the app store/iTunes store after logging in, you will be able to redoenload them for free.
Else, they are backed up onto your computer when you sync, so you can just sync them from your computer after starting again.

By logging into your account under iTunes, you can redownload your apps.

Or, if you have an iCloud backup, you can restore apps from the cloud

If i try to download an album I have bought before they ask if I want to buy it again.. Does that mean I have to pay one more time?
