Starting new ATV apps issue

Whenever I download and install a new app for my ATV 4, it never will start. The icon is there, but it won't start up. The only way to get the app going is after restarting the ATV.

Is this normal? Anyone else experiencing this?

It happens to me from time to time but not often. Various other problems occur and so I reboot by holding down the MENU and TV Button for 15-30 seconds until the light on the ATV Blinks very fast and then let go. This general solves most any problem.

Maybe for a particular app, but definitely not system-wide. For example, I regularly have issues with Sling not responding when I try to launch it, but everything else works fine.

Completely erase and set it up as new.
