kind of a stupid question but i know you can change the background of the login window so i was wondering if this was possible..

when you logon instead of the apple sound could you change it to something else (short 15 second audio clip of star wars theme for example)
-OR-
would it be possible to have the computer play "welcome to bcrguy's macbook" after i put in my password and it goes to the home screen from the login screen?
 
Well when I used it whenever I pushed the shutdown button instead of shutting down my iMac would restart itself.

And I had the most updated version also.

That has nothing to do with the StartupSound.prefPane, which only mutes the startup sound IF you're booting up, either from a cold start or a restart. It has zero effect on the shutdown or restart process.
