I set a static IPv6 to allow connectivity to a couple of clients, but I don't want that static IPv6 used for websites.

I thought Apple still created some temporary/private rotating v6 addresses that were used for connectivity? Running

ifconfig | grep inet6 I'm not seeing them. I'm only seeing extra link-local v6 addresses.
 
I don't think that a temporary address will be created if you have manually set a static address.

You shouldn't need to set a static address for this use case. If you set it to automatic, then you should get a "permanent" IPv6 address and a "temporary" address. The temporary address will be periodically changed and is designated by "temporary" in the ifconfig tool. Outbound connections will use the temporary address by default, but you can hand out the permanent address (which "should" be consistent even across reboots) to allow inbound/external access.
