Static on palm rest on 13 inch rMBP while charging

Hi, recently purchased two 13 inch rMBP for home and noticed on both a static feel on the palm rest, but just when charging them. That doesn't happens on my 15 inch rMBP; is this normal on 13 inch rMBP?
