I checked into this and found if you go to the health app, dashboard, click on steps, then click on share data, it showed it was using the watch data as default and not my iPhone even if I had my iPhone with me.

I clicked edit at top and then moved my iPhone into the top position and now my steps are back to normal:) It still uses the watch steps when I happen to not have my iPhone on me, just uses the iPhone motion sensor data first if I have my phone on me.

Moving my iPhone into the top position works perfect for me, at least in my health app, the activity app is still wonky. Apple has to get the apps to use the correct data, I guess this isn't easy, for me the iPhone was scary close to perfect on my steps, the watch on the other hand is hit or miss, would count steps when I lifted, not count every step when walking etc..

There seems to be issues with the system knowing when to use your phones motion sensor or watch.

No idea why it would put the watch as default, I thought it would automatically pick the phones data since its augmented with GPS.

I don't know if this has been discussed, but thought it might help someone, or at least get us looking into why some of use are getting incorrect data, but correct data on things like pedometer app, nike+ which uses the phones data.
