My hard drive crashed, so I am hiring someone to extract the files I need off of it. He wants a list of the file extensions I want, i.e. PDF files .pdf; bookmarks file .Bookmarks.plist; etc. I found the StickiesDatabase with the stickies file (this is for the application Stickies, NOT the dashboard widget stickies) in User name >>Library>>at the very end of this file is a file named StickiesDatabase. The problem is that there is no file extension for it. Is it possible to find this file on a crashed hard drive if there is no file extension?

I would be pretty suspicious of someone who is recovery your data by extension. Unless your data is being recovered in a cleanroom and the person is just reading out the raw data and attempting header detection.

OS X does not require (or use, in the case of StickiesDatabase) file extensions.

~/Library/

^ That info should be all that your "tech" needs to know.
