I've had the phone plugged in and connected to wifi for a few days now. Have tried a power on/off with no luck so far. Any tricks to force the download of the new voice?
 
Then it should only be the new Siri voice. The "old" Siri voice is gone on iOS 7.

When you first update, Siri uses the compact voice until it downloads the full voice. The op a wondering why that hadn't happened.

I also am not getting the full voice. I've had ios7 for over a week. I just did a restore and hopefully it will get it now.

Let me know if it works and anything special you did after the restore! I guess I'll just restore overnight tonight if it works for you. Lame.
 
This was posted in another thread, but too lazy to look for it.

Settings>General>Accessibility>VoicOver>Languages & Dialects>Default Dialect> Choose Enhanced Quality if it is not selected. See if that helps.

Pretty sure Voice Over for speaking items and not Siri. Mine is completely Off but Siri still works.

Oh... maybe that's a difference between doing and OTA update vs. and iTunes update. I was getting tired of my downloads failing yesterday so I just did a direct download of the ipsw and updated from that. Siri was the new voice for me "out of the box" after I updated.
