I have a nearly brand new iPhone original. Nearly new because I replaced the battery last year and they gave me a new phone.

Can I still have AT&T turn it on to use it?

(Yes I am trying to avoid the dreaded iOS7).

iOS 7 is so bad that you're willing to use a 7 year old smartphone that is stuck at iOS 3.1.3? No LTE, not even 3G! You won't have folders, wallpapers or multitasking.

That's a lot to give up just because you dislike iOS 7.

I hear you.
Dreaded ios 7? Ios 7 is great.
What is scary is using ios 3 and a dinosaur 2G device that is slower than a turtle taking a poop:D

I also have original iphone 2G in mint condition...!! But I have it strictly for nostalgic porpoises :p

Can't even dream of using it without ios 7

To answer ur question...yes u can use it with AT&T
