Still no way to export Live Photos as GIFs?

I noticed that when you try to share Apple's new "bounce" or "loop" Live Photos to someone without iOS 11 or High Sierra, it gets converted to a short video clips, which is...ridiculous. They couldn't have made an option to export them as GIFs?
