Hello,

My wife's iPhone 4s is still running iOS6…don't ask, long story….but can I still upgrade to iOS7? My only option though iTunes is iOS8 of course and I don't want 8.

Yes, but you need to find an iOS7 ipsw for your phone and then do a custom restore in iTunes.
 
7.1.2 was still being signed as of 3 hours ago. Just restored my 5S to a clean 7.1.2 to sell it jailbroken. Hurry though, Apple will most certainly stop signing 7.1.2 soon.
 
Yeah, I thought it was still being signed for now. If so, OP can upgrade. If not, then 7.1.2 is lost forever to the abyss of legacy iOS firmware.
 
So where can I get the iOS 7.1.2 so I can restore?

Also, will it delete all data, apps, music, pics, etc on the phone when I try to upgrade to 7.1.2 from iOS6?

Thanks for the link- Will the data be removed and replaced to factory settings? I would rather not have to reinstall all the data and apps.

I don't' have time to upgrade tonight- so it won't be until tomorrow night- what if I try to do it and apple is no longer signing- have I created a paperweight brick?

Yes. You are doing a restore. Backup before the restore and you can restore from the backup after the upgrade.

As long as Apple is still signing 7.1.2 you can restore to it. When Apple stops signing 7.1.2 your only option will be 8.

Up to you to take the chance that Apple will still be signing 7.1.2 by tomorrow. Otherwise, you're choice will be to stay on 6 or upgrade to 8.

BTW, wish there was a way you could give me 6. I'd give you my 7.1.2 in exchange. I'm only on it because I had to replace my iPhone 5. Otherwise I'd still be on 6.1. :(

You should backup anyways, but if you do an upgrade (hold Option on Mac or Shift in Windows when you hit the upgrade button to choose the file), it will keep all your data intact.

If Apple stops signing, you simply won't be able to install it at all. You don't need to worry about it becoming a paperweight.
