Still Picture Videos

What's the best way to make a video with still pictures for optimum quality? Is there a proper way to export it to the web? Or would you just do it as you would with a "regular" video? Sorry if this was a dumb question.

If you import the images into a non-linear editing program then export it as a video, it IS a video - no longer still images. So you'd export as you would any other video.
