I downloaded iOS 7 the day after it came out, and it was working pretty well, but then beta 2 came out, and my keyboard just stopped working. So I downgraded back to 6.1.3, a couple weeks later, I decided to give it another shot, and reinstalled 7, but now its saying that 7.0 is the most recent update...what do I do????

Download it manually instead of OTA and install that way.
 
Do it the way you did to install iOS 7 on iTunes. shift + click on check for update pick your iPSW

Are you sure you're on beta 1? All of the betas (and the final release) are going to be called "7.0," so it's normal for it to say that 7.0 is the most recent update, regardless of which beta you're using.

If you go to Settings > General > About, look under "Version." If it's beta 3 it will say "7.0 (11A4414e)".
