I get emails to myself whenever I add my iCloud credentials to a new computer. But does Apple ever send emails to the owner if another person logs into iCloud from the computer? The MBP is registered to my Apple ID

Unfortunately not. It only sends an email to the person who logged in's iCloud to let them know their ID is in use on a new machine. Sorry to hear about your loss :(
 
Bummers on your lose :(

The thief probably already wiped the computer and is selling it/using at this point. There's nothing you, apple or the police can do at this point.
