Stop iOS Mail From Updating When Set To "Check Manually"

So I've been having this problem for while. I have my Mail app settings set to this:

Settings->Fetch New Data->Push = OFF and Check Manually

But when I open apps like IMDB or transfer purchases my mail gets updated on my phone when that app is not even open and I don't want that to happen. Does anyone know if I'm doing something wrong or missing a step?

I only want my mail to be check when I open the app, not when I'm using other apps.
