Near London, UK.
I have a minor annoyance, after a reboot, Photos starts on one of my user accounts.
Its not in startup items for that user.
There is no usb card or camera or iphone plugged in.
There are some USB disks if that makes any difference.

How can I find out whats causing it to start? And stop it?

Is there a "Login on start up" option in Photos preferences? I'm not home so I can't check..
 
Check in these locations for any reference to Photos

~/Library/LaunchAgents/
System Preferences > Users and Groups > Login Items
 
If it's in your dock, right-click the icon, go to options and uncheck the option to open at login.

have you looked in ~/Library/LaunchAgents, /Library/LaunchAgents, or /Library/LaunchDaemons ?
do you actively QUIT Photos/iPhoto before shutting down or restarting?
 
Thanks for all the replies. Answer was no to all the questions but I tried checking and unchecking open at login in the dock icon (it wasnt checked though) and that seems to have done the trick.
