iCloud Stop some folders from syncing with selected devices

I have two macs I want sync folders between and into my iCloud account. It's mostly folders with some code and some research data, but I don't want them to appear on my iPhone or even iPad as it would just be a waste of storage.
Is there any way to achieve this?

I know how to stop a folder from being synced to the iCloud, but I can't figure out how to stop my iPhone from randomly downloading files in those folders. Is this even possible?
